The California State Controller's Office is seeking an Analyst I to join their Unclaimed Property Division. This role involves assisting the public by researching and responding to inquiries related to unclaimed property, processing claims, and ensuring compliance with applicable laws and regulations.
Responsibilities
- Answer the more complex and escalated inquiry calls and emails and letters to the Unclaimed Property Division’s (UPD) Call Center related to specific claims and provide information regarding the Unclaimed Property Program
- Resolve elevated claimant issues and concerns received via letter, email, and telephone inquiries from the public
- Work with claimants or their representatives, public administrators, and businesses to resolve difficult claim issues
- Provide customer service to claimants in response to calls, emails and letters regarding claims
- Conduct research and analyze and evaluate claims submitted by claimants
- Ensure appropriate distribution of property to owners, and approve or deny claims for payment following all applicable laws and rules governing the program and utilization of policies, procedures, and processes related to the detection and prevention of fraudulent claims payment
- Analyze and interpret complex documents such as; Wills Trusts, Final Decrees of Distribution, Letters of Administration, Letter of Testamentary, Tables of Heirship, Articles of Incorporation/Dissolution, Merger Agreements, Partnership Agreements, Bankruptcy Filings, Letters of Authorization, Indemnification Letters, and Declarations of Loss which requires an understanding and knowledge of the Probate process, Corporate Actions such as Mergers, Bankruptcies, Dissolutions, Forfeitures, Suspensions, Sale/Purchases, and Subsidiary Relationships to determine entitlement to unclaimed property
- Answer calls and provide sensitive and detailed program information and/or direction to the general public to assist them in properly claiming property and submitting accurate documentation
- Provide customer service to the public by answering calls, questions, and returning telephone and email messages regarding the program
- Assist callers and claimants with resolving claim issues involving Duplicate Payments, Redeposits, and Replacement Payments
- Provide inventory, time, and production data to management as requested
- Function as a program expert for the Bureau, working closely with UPD management as well as staff from other UPD units in matters relating to public inquiries and claims
- Represent the Bureau on teams and in work groups, which have divisional, departmental, and/or statewide impact on the Unclaimed Property Program
- Provide support to the Support Services Bureau by cross-training and providing back-up to address fluctuating needs of the Bureau and the UPD
