Position Details Title: PeopleSoft HCM 9.2 HR/Payroll Analyst Location: Remote Duration: 12 Months (Possible extension) Employment Type: Contract Job Summary The Systems Analyst 3 role supports a large public sector PeopleSoft HCM 9.2 HR/Payroll environment, providing advanced functional and technical support across HR modules, Position Management, workflows, integrations, reporting, and mainframe-related processes. The role involves ensuring accurate HR data processing, compliance with federal and state regulations, system configuration, troubleshooting, production support, and coordination across multiple agencies in a complex enterprise environment. Key Responsibilities • Provide senior-level functional support for PeopleSoft HR and Payroll applications, including Workforce Administration, HR, and Payroll modules. • Configure and maintain HR and payroll components such as job codes, positions, departments, compensation structures, and business units. • Manage HR security setup, including row-level security and access controls. • Interpret and apply HR policies, labor laws, and regulatory requirements (including FMLA compliance). • Define, configure, and support leave plans, entitlements, and integration with Payroll and Time & Labor. • Support Approval Workflow Engine (AWE) configuration, troubleshooting, and maintenance. • Develop and maintain queries and reports using PS/Query, SQL, BI Publisher, and SAP BusinessObjects. • Perform functional design, configuration changes, and documentation including functional design documents (FDDs) and test scripts. • Support PeopleSoft technical components including Application Designer, Integration Broker, SQR, and BI Publisher. • Assist with PeopleSoft tools such as PUM, Fluid UI, Change Assistant, Elasticsearch, and lifecycle management. • Perform Position Management support including troubleshooting, data fixes, validations, audits, and workflow analysis. • Support mainframe-related processes including batch monitoring, job failures (abends), log analysis, and root cause analysis. • Ensure system stability by validating batch jobs, dependencies, and upstream/downstream integrations. • Support fiscal year-end processes, legislative changes, and enterprise-wide payroll/HR updates. • Maintain and analyze historical and operational HR/payroll data for reporting and testing purposes. • Perform data updates, configuration changes, and maintenance in HR/payroll systems. • Support system refresh activities, environment validation, and post-refresh integrity checks. • Provide Level 2 service desk support, including advanced troubleshooting, incident resolution, and ticket management. • Participate in major incident management (P1/P2), disaster recovery, and upgrade testing activities. • Support audit, compliance (including SOC controls), and ensure security, data integrity, and system performance. • Ensure WCAG 2.1 accessibility compliance for all digital content and system outputs. • Collaborate with cross-functional teams including HR, payroll, technical, infrastructure, and vendor support teams. • Gather requirements for system enhancements, break/fix issues, and process improvements. • Provide user training, knowledge transfer, and support to end users and agencies. • Support functional design, configuration, testing (UAT/regression), and production deployment activities. • Participate in project coordination, system enhancements, and legislative or regulatory-driven changes. • Follow ITIL-based processes for incident, change, and service management. • Ensure compliance with organizational policies, security standards, and operational procedures. • Participate in reporting, presentations, audits, and governance activities as required.
