The Program Manager is responsible for providing overall leadership and strategic direction for the program, ensuring alignment with mission objectives and managing program scope, budget, schedule, and risk.
Responsibilities
- Provide overall program leadership, direction, and management in alignment with PSD’s mission objectives and customer requirements
- Oversee program scope, budget, schedule, quality, staffing, and risk management to ensure successful program execution
- Serve as the primary point of contact with PSD leadership, stakeholders, and clients, ensuring clear and effective communication at all levels
- Lead governance processes, including reporting, performance tracking, and compliance with contractual and regulatory requirements
- Manage issue and escalation resolution, ensuring timely decision-making and mitigation strategies
- Provide technical and management leadership on major tasks or technology assignments
- Establish program goals, plans, and performance metrics to meet project and customer objectives
- Direct and control activities related to financial management, methods, and staffing, ensuring all technical requirements are met
- Collaborate with cross-functional teams, including technical leads and senior management, to drive program success
- Foster a culture of accountability, innovation, and continuous improvement across the program team
- Supervise and mentor staff, providing guidance, performance feedback, and career development opportunities
Skills
- US Citizenship Required to obtain DHS Public Trust
- Bachelor's degree required; a master's degree preferred
- A bachelor's degree with an additional three (3) or more years of relevant experience may substitute for a master's degree
- Minimum of nine (9) years of directly related experience in program or project management
- Demonstrated expertise in program management, including financial management, risk management, staffing, and client engagement
- Strong leadership skills with proven experience directing cross-functional teams and managing large, complex programs
- Exceptional stakeholder engagement, negotiation, and communication skills
- Ability to manage competing priorities in a fast-paced environment with critical decision-making responsibilities
- Domain and expert technical knowledge relevant to the program's scope
- Active DHS Clearance
